The University of Oviedo and the Alfonso X el Sabio University are participating in the development of this project, in collaboration with INCIBE (National Institute of Cybersecurity).
Consuelo Martínez López
The PECIEE project is a collaboration agreement of the Recovery, Transformation and Resilience Plan, Next Generation EU, which includes research, education and collaboration activities with the company. Its mission is to develop the culture of cybersecurity in all the aforementioned areas, also incorporating a social facet of dissemination and training, with the aim of reaching as many citizens as possible. The project is developed jointly by the University of Oviedo and the Alfonso X el Sabio University.
In the field of research, the objective is twofold: on the one hand, to advance in lines already active in the groups involved, such as cryptography based on corrector codes and the development of quantum algorithms; on the other, to explore new possibilities and, if feasible, to launch lines such as the interaction between artificial intelligence and cybersecurity, and the legal and juridical aspects of this discipline.
Cybersecurity Research Group - University Alfonso X el Sabio
For its part, the Alfonso X el Sabio University will set up a research group specialising in Cybersecurity that will develop several key lines of work to address current challenges in the digital sector:
Research in Post-Quantum Cryptography University of Oviedo
In the field of post-quantum cryptography, an emerging field of cyber security crucial to address the challenges that quantum computing could pose to traditional cryptographic systems.
Researchers and Collaborators
Masterclasses
Notes will be compiled from each masterclass and a report will be produced, aimed at all sectors, on the new threats of quantum computing that compromise currently used cryptographic schemes with the objective of strengthening current cryptography to make a secure transition to post-quantum cryptography.
In addition to the round tables, the research team and the collaborating companies have developed a series of workshops to complement the learning process.

The Congress will be held at the UAX headquarters in Madrid, at the Chamberí Campus, on 1, 2 and 3 October 2025. Each of the sessions will have a specific objective and theme, and will feature round tables and presentations with the participation of companies, professionals and researchers in the field of cybersecurity, as well as the media.
Guest of honour
Efim Zelmanov is one of the most internationally recognised mathematicians for his contributions in algebra and its application to cryptography, a key discipline in the field of cybersecurity. His work has been fundamental in the development of Jordan algebras, relevant in quantum mechanics, and in the resolution of historical problems such as Burnside, which earned him the prestigious Fields Medal in 1994, considered the Nobel Prize in Mathematics.
He has taught at universities such as Yale, Chicago, Wisconsin-Madison and Shanghai, and is a member of the US National Academy of Sciences and the Spanish Royal Academy of Sciences. He currently directs the Shenzhen International Mathematics Centre (SUSTech) and since 2022 he is Doctor Honoris Causa of the Alfonso X el Sabio University. His vision places mathematics as an essential pillar of the technological and digital revolution.
Within the framework of this research project, the generation of scientific publications, final degree projects (TFG) and master's degree projects (TFM) will be promoted, which will be an integral part of the academic production derived from the aforementioned lines. In addition, participation in international cybersecurity conferences and events will be facilitated in order to present the most relevant advances.
